Poverty, invisibility, negative recognition associated more with their problems than with their potentialities. In terms of social policies, it is observed that the system rests mainly on the role of the school, without recognizing that young people who go through situations of extreme vulnerability are often no longer there. This work discusses promotional policies, particularly those developed by local governments in the Buenos Aires suburbs in a period marked by the lack of financing of programs that have young people as recipients (2016/2019). The work presented here is part of a larger study that covered different aspects of the programs that reach this population. Within this framework, this article shares what we call “methodological keys” in reference to the components that arise from the analysis of the performance of municipal governments that stand out for the innovation and sustainability of their policies towards this sector of the population. La población de adolescentes y jóvenes experimenta diferentes postergaciones derivadas tanto de factores económicos, como de su condición etaria. Pobreza, invisibilización, reconocimiento negativo asociado más a sus problemas que a sus potencialidades. En materia de políticas sociales, se observa que el sistema descansa principalmente en el rol de la escuela, sin reconocer que las y los jóvenes que atraviesan situaciones de extrema vulnerabilidad, muchas veces ya no están ahí. Este trabajo problematiza en torno a las políticas promocionales, particularmente las que desarrollan los gobiernos locales en el conurbano bonaerense en un período signado por el desfinanciamiento de los programas que tienen a las/os jóvenes como destinatarias/os (2016/2019). El trabajo que aquí se presenta es parte de un estudio mayor que comprendió diferentes aspectos de los programas que llegan a la población en estudio. En ese marco, el artículo comparte lo que llamamos “claves metodológicas”, en referencia a los componentes que surgen del análisis del desempeño de gobiernos municipales que se destacan por la innovación y sostenimiento de sus políticas para con este sector de la población.
