I use the concept of Institutional Program coined by Dubet (2006), as a way of understanding institutional configurations in general, because I place the CICs as a particular expression of the intersection that occurs in the territory between state institutions, values, resources and subjects.The analysis considers the contextual aspects that are necessary to understand the Institutional Program of the CICs; specifically, the changes that took place in the State, social policies and popular sectors in the long cycle of neoliberalism in our country (1976-2002) and in the period of Kirchnerist governments (2003-2015). It also covers approaches, tensions and disputes surrounding social policy.I present theoretical definitions of State, social policies, state institutions, institutional program, popular sectors, territory, and describe the mentioned policy.The central idea is that the CICs address a particular type of subject of the popular sectors, transmitting certain type of values and norms from the development of their institutional work. El presente artículo es parte del trabajo de integración final para obtener el título de Especialista en Planificación y Gestión de Políticas Sociales, Facultad de Ciencias Sociales, UBA, realizado bajo la dirección de la Dra. Ana Arias. Presenta una indagación teórica sobre los Centros Integradores Comunitarios (CICs), con el objetivo de registrar el sujeto que interpela el dispositivo y los valores que el Programa pretendió transmitir desde su implementación. Utilizo el concepto de Programa Institucional acuñado por Dubet (2006), como forma de entender las configuraciones institucionales en general, porque ubico a los CICs como una expresión particular del entrecruzamiento que se produce en el territorio entre instituciones estatales, valores, recursos y sujetos.El análisis considera los aspectos del contexto que resultan necesarios para comprender el Programa Institucional de los CICs; específicamente, los cambios que tuvieron lugar en el Estado, las políticas sociales y los sectores populares en el ciclo largo del neoliberalismo en nuestro país (1976-2002) y en el período de gobiernos kirchneristas (2003-2015). Asimismo, recorre enfoques, tensiones y disputas en torno a la política social.Presento definiciones teóricas de Estado, políticas sociales, instituciones estatales, programa institucional, sectores populares, territorio, y describo la política mencionada.La idea central es que los CICs se dirigen a un tipo particular de sujeto de los sectores populares, transmitiendo determinado tipo de valores y de normas a partir del desarrollo de su trabajo institucional.
