This conceptual displacement justifies the need to analyze the theoretical and methodological derivations that are expressed in the evaluation of welfare in the field of social policies, a space where the dispute is settled for the way in which welfare is produced and administered in society. The paper reviews the 1990s and the behavior of indicators traditionally taken to evaluate the living conditions of the population and consequently to consider them as welfare proxies in Latin America. In this regard, it can be observed that the bases established in the 1990s were durable, and redistributive policies operated on the previous matrix that we characterized as neoasistential. It imposes limitations and may act in an incremental sense - as demonstrated between 2003-2015 - or residual in the face of the restriction of benefits. Hence, the very instrument of social policy can have very different results depending on the context and the way in which that instrument is combined into a wider system of what we call a welfare system. El objetivo de este artículo es problematizar sobre el bienestar como categoría compleja que a pesar de su naturaleza  económica,  se resignifica siempre en clave social y política. Este desplazamiento conceptual justifica la necesidad de analizar las  derivaciones teórico- metodológicas que se expresan en la valoración del bienestar en el campo de las políticas sociales, espacio donde se dirime la disputa por  la forma en que se produce y administra el bienestar en la sociedad. El trabajo revisa la década de los  90 y el comportamiento de indicadores tradicionalmente tomados para evaluar las condiciones de vida de la población y en consecuencia considerarlos como proxis del bienestar en América Latina.  Al respecto se observa que las bases establecidas en los 90 fueron durables, y las políticas redistributivas operaron sobre la matriz previa que caracterizamos como neoasistencial. La misma impone limitaciones y puede actuar en un sentido incremental -como quedó demostrado entre 2003-2015- o residual ante la restricción de prestaciones. De ahí que el mismo instrumento  de la política social pueda tener resultados muy diferentes según el contexto y el modo en que se combine ese instrumento en un sistema más amplio al que llamamos sistema de bienestar.
