In particular, we examine the way in which these limitations manifested themselves in the province of San Luis, which was marked by successive wars and a deteriorated economic scenario. We start from the idea that, in the process of shaping a common political horizon, material constraints were always present, not only as one of the motivations for the maintenance of interprovincial links, but also, paradoxically, as one of the obstacles to the effective participation of the provinces in supra-provincial projects and, in that sense, as an object of negotiation with the power groups in Buenos Aires. On the basis of these assumptions, the terms of the pacts and treaties signed by San Luis prior to the constituent congress of 1824-1827 and the material conditions for its participation in that meeting are analysed. For this purpose, unpublished sources from the Archives of the Province of San Luis and the Archivo General de la Nación are used, complemented with the available published documentation. El trabajo se interesa por las limitaciones de los gobiernos provinciales para solventar el gasto de la política a principios de la década de 1820. Particularmente, se pregunta por el modo en que dichas limitaciones se manifestaron en la provincia de San Luis, signada por sucesivos enfrentamientos bélicos y por un deteriorado escenario económico. Se parte de la idea de que, en el proceso de configuración de un horizonte en común, los apremios materiales siempre estuvieron presentes, no solo como una de las motivaciones para el mantenimiento de los vínculos interprovinciales, sino también y paradójicamente, como uno de los obstáculos para la participación efectiva de las provincias en los proyectos supra provinciales y, en ese sentido, objeto de negociación con los grupos de poder porteños. A partir de estos postulados se analizan los términos de los pactos y tratados firmados por San Luis con anterioridad al congreso constituyente de 1824-1827 y los condicionamientos materiales para su participación en dicha reunión. Para ello se recurre a fuentes inéditas provenientes del Archivo de la Provincia de San Luis y del Archivo General de la Nación, complementadas con la documentación édita disponible.
