Sumario:In this text I discuss the implementation from the combat politicians to the poverty that happened in Brazil between 1933 and 1945, in which were defined the entrance forms to the rights of the citizenship. I understand that the adoption of the social service was integral part of these politicians and that its creation already reinforced the control existent on the poor and excluded men of the formal market of manpower. In this sense, I emphasize that the attendance and the repression constituted two faces of oneself currency on which were defined the poor population's social rights in this country.
