I understand that the adoption of the social service was integral part of these politicians and that its creation already reinforced the control existent on the poor and excluded men of the formal market of manpower. In this sense, I emphasize that the attendance and the repression constituted two faces of oneself currency on which were defined the poor population's social rights in this country. En este texto discuto la implementación de las políticas de combate a la pobreza que ocurrieron en Brasil entre 1933 y 1945, en el cual se definieron las formas de ingreso a los derechos de la ciudadanía. Parto del principio de que la adopción del servicio social fue parte integrante de estas políticas y que su creación reforzó el control ya existente sobre los hombres pobres y excluidos del mercado formal de mano de obra. En este sentido, enfatizo que la asistencia y la represión constituyeron las dos caras de una misma moneda sobre la cual fueron definidos los derechos sociales de la población pobre en este país.
