This transformation would be evident after 1943, but the roots of the government policies in Jujuy date back to the decade before. En Jujuy, los más serios problemas de salud materno infantil giraron alrededor de la alta mortalidad y morbilidad en niños y madres y de la alta natalidad. Los gobiernos conservadores que tomaron el poder en 1930 y se extendieron hasta 1940 desarrollaron políticas de atención en esa área que pueden ser vistas como transición desde prácticas tradicionales de caridad hacia otras centradas en los cuidados del cuerpo que produce y los derechos del trabajador. Esta transformación quedaría clara luego de 1943, pero las bases institucionales y programáticas ya habían hecho sus avances en Jujuy durante la década anterior.
