Justo practiced politics and constructed power in their governments, dealing with some theoretical aspects of Georg Simmel work. This sociological analysis of an historic phenomenon considers the events as a process, a reality that develops in a steady dynamism. People and society are understood as parts that contain and influence each other in a definite time and space. The starting point is the theoretical analysis on «the ones who are in charge of» our country. It collects and combines ideas of Gaetano Mosca, Vilfredo Pareto and Carl Wright Mills -classical authors of the elite- in order to outline a conceptual definition of the group under study. It continues with conceptual definitions of Georg Simmel and Nobert Elias, used in the study of the period between 1930-1938, combining empiria and theory to understand part of our past from a sociological point of view. El objetivo de este trabajo es analizar las diferencias en sus estilos para ejercer la política y construir el poder en los gobiernos de José Félix Uriburu y Agustín P. Justo, utilizando algunos aspectos teóricos de la obra de Georg Simmel. Este análisis sociológico de un fenómeno histórico considera a los hechos como un proceso, una realidad que se desarrolla en constante dinamismo. Individuos y sociedad son entendidos como partes que se contienen e influyen mutuamente, en un tiempo y un espacio determinados. El punto de partida es el análisis teórico sobre «los que mandan» en nuestro país, que recoge y conjuga las ideas de Gaetano Mosca, Vilfredo Pareto y Carl Wright Mills -autores clásicos de las élites- para esbozar una definición conceptual del grupo estudiado. Continúa con definiciones conceptuales de Georg Simmel y Norbert Elias, aplicadas en el estudio del período 1930-1938, conjugando empiria y teoría para comprender una parte de nuestro pasado desde la sociología.
