| Sumario: | This paper refers to the performance of parliamentary Roque Saenz Pena in the province of Buenos Aires and also as a defender for the Education Council of that province between mid 1870 and the beginning of the next decade. In the first case addressing the application of his knowledge about law and his political ideas in the service of the presentation and defence of projects relating to financial bonds between the Nation and the Province and the provincial executive authority in criminal matters, both revealing the value assigned to the need to strengthen the architecture of the State on the basis of the Constitution. In the second case, it is the analysis of his arguments before a verdict of the National Supreme Court of Justice, which decapitated the Education Law of the Province and which stressed, inter alia, respect for the separation of powers contained in constitutional text. |
