Sumario:This article analyzes the social policies that were fomented in the Argentina between the 1900s and 1940s with the intention of safeguarding the physical, moral and intellectual health of the helpless childhood. The reconstruction of these policies, of the discursive and institutional practices reveals the presence of a social State. But to put into practice the actions, promoted by this particular social, cultural and intellectual context, the intervention was necessary of the public school and of the intermediate bodies of the society that they placed to the poor infancy in the center of a new agreement of consensus between the State and the civil society.
