The reconstruction of these policies, of the discursive and institutional practices reveals the presence of a social State. But to put into practice the actions, promoted by this particular social, cultural and intellectual context, the intervention was necessary of the public school and of the intermediate bodies of the society that they placed to the poor infancy in the center of a new agreement of consensus between the State and the civil society. El artículo analiza las políticas sociales que se fomentaron en la Argentina entre los años 1900 y 1940 con la intención de salvaguardar la salud física, moral e intelectual de la niñez desvalida. La reconstrucción de esas políticas, de las prácticas discursivas e institucionales revela la presencia de un Estado social. Pero para poner en práctica esa grilla de acciones, promovidas por ese particular contexto social, cultural e intelectual, fue necesaria la intervención de la escuela pública y de los cuerpos intermedios de la sociedad que colocaron a la infancia pobre en el centro de un nuevo pacto de consenso entre el Estado y la sociedad civil.
