This first stage of the relationship between cinema and the state revolves around the management of the Argentine Film Institute, its director, Carlos Pessano, and its Chairman, Senator Matías Sánchez Sorondo. The article explores the ideas that they expressed in relation to cinema and how they tried to implement them. These are the years in which it is proposed the first law of protection and state control that would govern the sector. While the Institute’s management did not affect substantially the performance of the cinema field, the ideas that circulated promoted public discussion about the place that the actors in the cinema field expected to have against the regulatory action of the State. En este texto se analizan las formas que asumieron las relaciones entre el Estado y los agentes del campo cinematográfico local desde el nacimiento de la industria del cine en 1933 hasta que en 1944 se puso en marcha la Dirección General de Espectáculos Públicos durante la presidencia de Edelmiro Farell. Esta primera etapa de las relaciones entre el cine y el Estado gira en torno a la gestión del Instituto de Cine Argentino, de su director, Carlos Pessano, y de su presidente, el senador Matías Sánchez Sorondo. El artículo explora las ideas que ambos expresaron en relación con el cine y la forma en que intentaron llevarlas a la práctica. Son los años en los que se propone la primera ley de protección y de control estatal que regiría al sector. Si bien la gestión del Instituto no afectó de manera sustantiva el funcionamiento del campo cinematográfico, las ideas que hizo circular promovieron la discusión pública respecto del lugar que los distintos actores del campo cinematográfico esperaban tener frente a la acción reguladora del Estado.
