The hypothesis to be proved is that both the communitarian project as the new concept of “social participation” that promoted some officials linked to the national family-corporatist, responded to a conception of power that sought to replace political parties by a system of community participation, based on the representation of intermediate bodies. Using the new “social participation” the regime sought to organize popular sectors, bringing its relationship with them was not limited solely to repression. This work aims to deepen the notion of authoritarian bureaucratic state, applied for the analysis of the dictatorships of the Southern Cone. Este artículo analiza el proyecto comunitarista que se difundió desde la Secretaría de Estado de Promoción y Asistencia a la Comunidad (SEPAC) dependiente del Ministerio de Bienestar Social durante la dictadura de Juan Carlos Onganía (1966-1970). La hipótesis que se pretende demostrar es que tanto el proyecto comunitarista como la nueva concepción de “participación social”, que promovieron algunos funcionarios ligados a la familia nacional-corporativista, respondió a una concepción del poder que pretendía sustituir a los partidos políticos por un sistema de participación comunitaria, basado en la representación de los cuerpos intermedios. Mediante la nueva “participación social” el régimen buscó organizar a los sectores populares, con lo cual su relación con éstos no se limitó exclusivamente a la represión.
