Therefore, this difficult economic process was guided by a state, changing the political regime, under strong pressure from society. In this context, was instituted in 1961 to reflect the hemispheric consensus, the National Development Council as an organ of sectoral and global studies, as preparer of plans and as mechanism of control. In the President Illia Administration CONADE put running programs and research, who dived in Argentina’s economic and social reality to establish a more accurate diagnosis of the problems and make proposals for longer breath. Notable results the National Development Plan 1965, one of the more informed development proposals generated by the Argentine State account. La planificación económica fue instrumentada por los Estados latinoamericanos en los años 50 y 60, dentro del contexto de la “economía del desarrollo” y bajo el influjo de la CEPAL. En ese período la Argentina estuvo dominada por una fuerte conflictividad política que coincidió con la etapa de sustitución compleja de importaciones. Por lo tanto, este dificultoso proceso económico fue orientado por un Estado, de régimen político cambiante, sometido a fuertes presiones de la sociedad. En este contexto, se instituyó en 1961 como reflejo de los consensos hemisféricos, el Consejo Nacional de Desarrollo como órgano de estudios sectoriales y globales, como preparador de planes y mecanismo de control de los mismos. Bajo la gestión del presidente Illia el CONADE puso en marcha programas e investigaciones, que buceaban en la realidad económica y social argentina para establecer un diagnóstico más preciso de sus problemas y formular propuestas de más largo aliento. Entre sus resultados más notables se cuenta el Plan Nacional de Desarrollo de 1965, una de las más fundamentadas propuestas de desarrollo generado por el Estado argentino.
