The modernization appeared as central premise in the succession of dictatorial and democratic governments leading the country until 1966. In this context, changes in agriculture accelerated. To achieve this goal, government devoted great efforts to mechanization and automation, which had considerable impact on the rural sector. These programs were clearly influenced by the ideas of the Economic Commission for Latin America (ECLA), established in 1948 and the Argentine Raul Prebisch. Progressive liberalization of markets, promoting foreign investment, tax benefits for transnational corporations and domestic savings were part of the new economic model. Agricultural cooperatives were not immune to these macroeconomic changes that occurred after 1955, when protectionism and state intervention policies benefited the sector.  This work aims to analyze the impact of state policies in the “development” of rural cooperatives between 1955 and 1966, delving into some aspects of the Pampas and also recognising the role of the state in the management of public policies, when attempts to stabilize the political system characterized the period in question. To achieve the objectives, we use official agrarian programs, debates in newspapers of parliamentary sessions and various periodicals of the time.
