It explains the International Studies’ epistemic qualities. Thereby, thepaper shows the global framework in changing character and the way superpowers have reach out into a PreventiveWarfare style. On the other hand, it explains how Security Communities constitute and defines them as suitable elementsin the regional design of the security and defense in South American hemisphere. El presente estudio trata de la entidad que la guerra mantiene en los marcos conceptuales de los Estudios Internacionales. Considera la naturaleza permanente de la guerra y del carácter cambiante. Desarrolla la naturaleza de la guerra a partir de la agresividad que se encuentra en la persona humana. Expone los atributos que se configuran como elementos epistémicos en los Estudios Internacionales. A partir de aquí, expone un marco global del carácter cambiante de la guerra y el modo como lo han desarrollado las potencias, principalmente en el diseño de la guerra preventiva. En otro sentido, desarrolla el modo como se constituyen las comunidades de seguridad como elementos aptos para la configuración de la defensa y la seguridad regional en el ámbito sudamericano.
