The objective of the article is to identify the multiple changes introduced in the European Foreign Policyafter the Declaration of Laeken 2000, and the Decision of the Council 427 of 2010 where the operation of the EEAS andthe scope of the NECD are established. The study makes a retrospective, descriptive analysis and uses the institutionalhistoricalchange (Steinmo, 2016) because it allows us to better examine the dynamic relationships of the Union as aglobal actor. The article concludes that it is essential to strengthen the NECD, so that the EU can achieve greater strategicautonomy in the new international scenario. El nacimiento de la Nueva Diplomacia Común Europea (NDCE) y del Servicio Europeo de Acción Exterior (SEAE), para que la Unión Europea alcance el liderazgo internacional, ha sido objeto de análisis por muchos autores. Especialmente, a partir de la puesta en marcha del Tratado de Lisboa (2009), el Covid-19 (2020), y tras la invasión de Rusia a Ucrania (2022). El objetivo del artículo es identificar los múltiples cambios introducidos en la Política Exterior Europea tras la Declaración de Laeken 2000, y la Decisión del Consejo 427 del 2010 donde se establece el funcionamiento del SEAE y el alcance de la NDCE. El estudio hace un análisis retrospectivo, descriptivo y utiliza el cambio institucional-histórico (Steinmo, 2016) porque nos permite examinar mejor las relaciones dinámicas de la Unión como actor global. El artículo concluye que es imprescindible reforzar la NDCE, para que la UE pueda alcanzar una mayor autonomía estratégica en el nuevo escenario internacional. Centro de Estudios Avanzados.
