Nevertheless, today’s conflicts do not resemble yesterday’s. The conflicts of today are about violence and social unrest that overwhelm the states’ control and their response capacity. Thus, —today— the concept of war is close to being a social issue, which is becoming a matter of the poor and the excluded. Hence, the new social question, crossed by the deepening of the contradictions of post-Fordist societies, is expressed by the worsening of the living conditions (poverty, exclusion, inequality) what is translated as a security that states can no longer provide. This new phenomenon seemed to suggest that the decisions of the states’ collective life do not reside in their citizens any longer, as the democratic principles suggest. These decisions are framed in the interests of the imperial order of the collective economic capital that is being progressively unified in every region of the world.In this framework, this paper aims to contribute to the understanding of the new of the new social question and the slide to the State of Insecurity based on Negri and Hardt’s notion of Empire. En épocas en que una abrumadora crisis social y política que conmueve nuestras sociedades, la era de la violencia global parece escribir un nuevo capítulo en la historia. No obstante, los conflictos de hoy no se parecen a los de ayer; en la actualidad, se trata de una violencia y conflictividad que desborda la capacidad de respuesta y el control de los Estados. Así, la guerra hoy se acerca a lo social, convirtiéndose en un asunto de pobres y de excluidos. Precisamente, la nueva cuestión social, atravesada por la profundización de las contradicciones de las sociedades postfordistas, se expresa en el empeoramiento de las condiciones de vida (pobreza, exclusión, desigualdad), lo que da cuenta de una seguridad que los Estados ya no logran proveer. Este nuevo fenómeno pareciera sugerir que las decisiones de la vida colectiva de los Estados ya no residen en sus ciudadanos, como lo sugieren los principios democráticos, sino que se enmarcan en los intereses del orden imperial del capital colectivo, el cual que se unifica progresivamente en todas las regiones del mundo. En este marco, el presente trabajo pretende aportar a la comprensión de lo nuevo de la nueva cuestión social y el “deslizamiento del Estado Social al Estado de Inseguridad” a partir de la noción de Imperio de Negri y Hardt.
