Sumario:In this article we will analyze the role of public policies during the twenty-year period of reform and opening up that goes from its beginnings in 1978 to 1998. We propose that, during those years, the changes produced by globalization had a transformative impact on China, unlike Occidental countries this transformation was driven by state policies implemented by the Chinese government since 1978 and deepened in the 1990s. This meant the economic development of the country and the modernization of the State as well as the consolidation of the state bureaucracy. Political discussions and the leadership of the Communist Party will be crucial for this process to have a positive outcome.
