We propose that, during those years, the changes produced by globalization had a transformative impact on China, unlike Occidental countries this transformation was driven by state policies implemented by the Chinese government since 1978 and deepened in the 1990s. This meant the economic development of the country and the modernization of the State as well as the consolidation of the state bureaucracy. Political discussions and the leadership of the Communist Party will be crucial for this process to have a positive outcome. En el presente artículo analizaremos el rol de las políticas públicas durante el periodo de reforma y apertura que va desde sus inicios en 1978 hasta el año 1998. Planteamos que, durante esos años, los cambios producidos por la globalización tuvieron un impacto transformador en China que, a diferencia de los países occidentales, esta transformación estuvo conducida por las políticas estatales implementadas por el gobierno chino a partir de 1978 y profundizada en los años noventa. Esto significó tanto el desarrollo económico del país como la modernización del Estado y la consolidación burocracia estatal.
