The health system start a series of modifications. Regarding the Rio Negro Health System, each of the 14 Primary Health Care Centers was given the opportunity to develop their own action plan. On May 3, 2020, in the “San Cayetanito” neighborhood of the city of Bariloche, 20 positive cases of COVID-19 were detected. As a result of this, a group of neighbors showed up at the health center demanding to know who they were and the address of the people in isolation, arguing that they were putting the neighborhood in danger and that they would burn their houses or throw them out of the neighborhood. Given the seriousness of the situation of potential violence that has arisen, it is assumed to be a Public Health problem. The objective of the intervention was to incorporate collective problem-solving mechanisms in situations of violence towards isolated people. As a methodology, a pertinent intervention strategy was sought considering the reality, the actors and the possible impact, the Recommendations of the Pan American Health Organization (PAHO) and the World Health Organization (WHO) for the Prevention of Violence. The agreed strategy was the development of community workshops.As a result of the intervention, the search for the isolates and the animosity towards them ceased.

El 11 marzo del año 2020 se declara la Pandemia por coronavirus, COVID-19, originaria de Wuhan China. El Poder ejecutivo argentino emite el día 12, el Decreto N° 260 que amplía en nuestro país la emergencia pública en materia sanitaria y establece el “aislamiento social, preventivo y obligatorio” (ASPO) a partir del 20 de marzo del 2020. El sistema de salud inició una serie de modificaciones. En cuanto al sistema de salud rionegrino, se brindó a cada uno de los 14 Centros de Atención Primaria de la Salud la posibilidad de desarrollar su propio plan de acción. El 3 de mayo del 2020 en el Barrio “San Cayetanito” de la ciudad de Bariloche se detectaron 20 casos positivos de COVID-19, producto de lo cual un grupo de vecinos se presentó en el centro de salud exigiendo saber quiénes eran y la dirección de las personas en aislamiento argumentando que ponían al barrio en peligro y que quemarían sus casas o echarían del barrio. Ante la gravedad de la situación de violencia potencial surgida, se la asumió como un problema de Salud Pública. El objetivo de la intervención fue incorporar mecanismos colectivos de resolución de problemas frente a situaciones de violencia hacia las personas aisladas. Como metodología se buscó una estrategia de intervención pertinente considerando la realidad, los actores y el impacto posible; se siguieron las Recomendaciones de la Organización Panamericana de la Salud (OPS) y de la Organización Mundial de la Salud (OMS) para la Prevención de la Violencia. La estrategia acordada fue el desarrollo de talleres comunitarios. Como resultado de la intervención se logró el cese de la búsqueda de los aislados y de la animosidad hacia ellos. O Poder Executivo argentino emite no dia 12 o Decreto 260, que amplia a emergência de saúde pública em nosso país e estabelece “isolamento social, preventivo e obrigatório” (ASPO) a partir de 20 de março de 2020. O sistema de saúde inicia uma série de modificações. Em relação ao Sistema de Saúde Rio Negro, cada um dos 14 Centros de Atenção Primária à Saúde teve a oportunidade de desenvolver seu próprio plano de ação. Em 3 de maio de 2020, no bairro “San Cayetanito” da cidade de Bariloche, foram detectados 20 casos positivos de COVID-19. Como resultado disso, um grupo de vizinhos apareceu no centro de saúde exigindo saber quem eram e o endereço das pessoas em isolamento, argumentando que estavam colocando o bairro em perigo e que queimariam suas casas ou as jogariam fora do bairro. Dada a gravidade da situação de potencial violência que surgiu, assume-se como um problema de Saúde Pública. O objetivo da intervenção foi incorporar mecanismos coletivos de resolução de problemas em situações de violência contra pessoas isoladas. Como metodologia, buscou-se uma estratégia de intervenção pertinente considerando a realidade, os atores e o possível impacto, as Recomendações da Organização Pan-Americana da Saúde (OPAS) e da Organização Mundial da Saúde (OMS) para a Prevenção da Violência.A estratégia acordada foi o desenvolvimento de oficinas comunitárias.
