In its place, he promotes the immediate concentration of communism into negotiations with the others progressive forces in order to create popular fronts able to struggle against the reactionary advanced post. In the report presented here, the new orientation is put into discussion within the specific structure of Argentina. Critic materialism should lead the elaboration of the new action program. The relations between PCA and USSR will assume, in this opportunity, the form of a virtual inter-dependency.  Tras la celebración del VII Congreso de la Internacional Comunista (IC), Georgi Dimitrov realiza una importante crítica a los lineamientos generales de la orientación ultraizquierdista asumida en 1928. En su reemplazo, promueve concentrar la acción inmediata del comunismo hacia la negociación con las demás fuerzas progresistas a los fines de conformar frentes populares capaces de combatir la avanzada reaccionaria. En el informe que aquí se presenta, es discutida la puesta en práctica de la nueva orientación en las condiciones estructurales específicas de la Argentina. El materialismo crítico debía conducir a la elaboración del nuevo programa de acción.
