The States have the duty to guarantee the rights of all people, based on the principles of equality and non-discrimination, they must take positive – affirmative – actions to eradicate such practices and implement, within reasonable periods, progams for education and training in human rights of state officials and extend them to educational systems at all levels. En el seno de las sociedades aún persisten prácticas discriminatorias, pese al notable avance de la protección de los derechos humanos impulsado, en lo jurídico, por Convenciones y Tratados Internacionales y mecanismos creados, como garantía de su cumplimiento. Los Estados tienen el deber de garantizar los derechos a todas las personas, en base a los principios de igualdad y no discriminación, deben realizar acciones positivas – afirmativas- para erradicar tales prácticas e implementar, en plazos razonables, programas para la formación y capacitación en derechos humanos, de funcionarios estatales y extenderlos a los sistemas educativos, de todos los niveles.
