The Constitutional procedural law studies mechanisms, actions, procedures, resources and procedural norms that mark the judicial paths and possible judgments which may be adopted by the judges to reach the constitutional protection of human rights. The codification and systematization of rules governing constitutional procedures is a goal that Congress must meet. This is the subject of study in this work. La persona humana y los derechos fundamentales que salvaguardan sus bienes fundamentales: la libertad, la vida y el trabajo, necesitan de un orden normativo, constitucional y legal, y de un Poder Judicial independiente que garanticen la protección de dichos derechos. El Derecho Procesal constitucional trata de los mecanismos, acciones, procedimientos, recursos y normas adjetivas que señalan los caminos judiciales y las posibles sentencias que pueden dictarse por parte de los jueces para alcanzar esta protección constitucional de los derechos humanos. La codificación y sistematización de las normas que regulan los procedimientos constitucionales es una aspiración que el Congreso debe satisfacer. Esto es la materia de estudio en este trabajo.
