description The pandemic generated by COVID-19 has exposed and reinforced more starkly the existing inequalities between central and peripheral countries. It has also highlighted the relevance of the knowledge production capacities accumulated in these countries, and their fundamental role in facing the crisis. In Latin America there are no productive sectors that are strong demanders of research and local knowledge. It is in public universities where these capacities are concentrated and where processes have been put in place to respond to the challenges of sustainable human development. In Uruguay, the University of the Republic (UdelaR) promoted a series of transformative policies between 2007 and 2014, in order to bring the institution closer to the new times of Higher Education (HE), under a concept of "University for development". One of the lines of this university reform was that of territorial expansion towards the interior of the country, based on: i) new institutions in different regions (CENURs); ii) Tertiary Education Programs (PRET) that took into account local socio-productive needs and diversities and; iii) University Development Poles (PDU), understood as highly dedicated teaching groups to develop undergraduate and graduate teaching, research and extension around thematic axes relevant and pertinent to each region. It is understood that the PDU groups were the tool that allowed the grounding of the policy to create critical mass, to make viable the social demand of specific territories, as well as to introduce institutional changes at various levels. This paper attempts to contribute to the understanding of the dynamics of capacity building, with emphasis on the academic production of these groups, their agendas and the link between these and the context, through the trajectory of the Virology pole that was installed at the Salto campus of the University of the Republic. It also seeks to use this case study to contribute to the reflection on the "University for Development". Ten years after its creation, with a scientific-technological network established in the territory, this academic group has shown its relevance both in relation to the generation and innovative use of original knowledge in the context of the pandemic caused by COVID-19

También ha evidenciado la relevancia de las capacidades de producción de conocimiento acumuladas en estos países, y su rol fundamental para afrontar la crisis. En Latinoamérica no existen sectores productivos que sean fuertes demandantes de investigación y conocimiento local. Es en las universidades públicas donde se concentran estas capacidades y donde se han puesto en marcha procesos para responder a los desafíos del desarrollo humano sustentable. En Uruguay, la Universidad de la República (UdelaR) impulsó una serie de políticas transformadoras entre 2007 y 2014, con el fin de acercar la institución a los nuevos tiempos de la Educación Superior (ES), bajo una concepción de “Universidad para el desarrollo”. Una de las líneas de esta reforma universitaria fue la de la expansión territorial hacia el interior del país, basada en: i) nuevas institucionalidades en distintas regiones (CENURes); ii) Programas de Enseñanza Terciaria (PRET) que dieran cuenta de las necesidades y diversidades socioproductivas locales y; iii) Polos de Desarrollo Universitario (PDU), entendidos como grupos docentes de alta dedicación para desarrollar enseñanza de grado y posgrado, investigación y extensión en torno a ejes temáticos pertinentes y relevantes a cada región. Se entiende que los grupos PDU fueron la herramienta que permitió aterrizar la política para crear masa crítica, viabilizar la demanda social de territorios concretos, así como para introducir cambios institucionales en varios niveles. Este trabajo intenta aportar a la comprensión de las dinámicas de construcción de capacidades, con énfasis en la producción académica de estos grupos, sus agendas y la vinculación entre estas y el contexto, a través de la trayectoria del polo de Virología que se instaló en la sede de Salto de la Universidad de la República. Busca también utilizar este estudio de caso para aportar a la reflexión sobre la “Universidad para el Desarrollo”. Diez años después de su creación, con un entramado científico-tecnológico establecido en el territorio, este grupo académico ha mostrado su relevancia tanto en relación con la generación como en el uso innovador de conocimiento original en el contexto de la pandemia causada por el COVID-19 A pandemia gerada pela COVID-19 expôs e reforçou mais acentuadamente as desigualdades existentes entre países centrais e periféricos. Também sublinhou a relevância das capacidades de produção de conhecimento acumuladas nestes países, e o seu papel fundamental no combate à crise. Na América Latina, não há sectores produtivos que tenham uma forte procura de investigação e conhecimento local. É nas universidades públicas que estas capacidades estão concentradas e onde os processos foram postos em marcha para responder aos desafios do desenvolvimento humano sustentável. No Uruguai, a Universidade da República (UdelaR) promoveu uma série de políticas transformadoras entre 2007 e 2014, como objectivo de aproximar a instituição dos novos tempos do Ensino Superior (EAD), sob um conceito de "Universidade para o desenvolvimento". Uma das linhas desta reforma universitária foi a da expansão territorial para o interior do país, baseada em: i) novas instituições em diferentes regiões (CENUR); ii) Programas de Ensino Superior (PRET) que têm em conta as necessidades sócio-produtivas e diversidades locais e; iii) Pólos de Desenvolvimento Universitário (PDU), entendidos como grupos de ensino altamente dedicados ao desenvolvimento do ensino de graduação e pós-graduação, investigação e extensão em torno de eixos temáticos relevantes e pertinentes para cada região. Entende-se que os grupos PDU foram o instrumento que permitiu fundamentar a política para criar massa crítica, tornar viável a procura social de territórios específicos, bem como introduzir mudanças institucionais a vários níveis. Este documento tenta contribuir para a compreensão da dinâmica de capacitação, com ênfase na produção académica destes grupos, nas suas agendas e na ligação entre estes e o contexto, através da trajectória do cluster de Virologia que foi instalado no campus de Salto da Universidade da República. Procura também utilizar este estudo de caso para contribuir para a reflexão sobre a "Universidade para o Desenvolvimento".
