The immediate context is marked by the crisis of representative democracy inaugurated in 1980 and reinstituted –in neoliberal fashion– in 2000. The main argument is that a wide array of expressions of popular sovereignty emerges to express, from the public and informal space of the street, an accumulation of social demands neglected by the State and inadequately channeled by the system of political representation. The plurality of politicized social subjects, whose diversity expresses the pluricultural and unequal character of the national society, reveals the breadth of the politicization of society but also its challenges and limits for the articulation of larger political projects. Este artículo discute la preponderancia que han alcanzado la idea y el ejercicio de la soberanía popular en la política peruana del siglo XXI, en un contexto marcado por la crisis de la democracia representativa inaugurada en 1980 y reinstituida –en clave neoliberal– en el año 2000. El argumento central es que un conjunto de expresiones de soberanía popular emerge para expresar, desde el espacio público e informal de la calle, un cúmulo de demandas sociales desatendidas por el Estado e inadecuadamente canalizadas por el sistema de representación política. Se revela la existencia de una pluralidad de sujetos sociales politizados, cuya diversidad expresa el carácter pluricultural y desigual de la sociedad nacional, pero constituye también un límite importante para la articulación de proyectos políticos de mayor envergadura.
