Especially, it focuses on three processes that characterize these metropolitan areas: a new spatial architecture, the amplification of the urban inequalities and the coexistence of two conflicting local governance patterns. These processes lead to large popular sectors living in precarious housing conditions and having many difficulties in complying with the main protection measures against the spread of the virus.
