From the novel Alfonsinist government it was explicitly promoted a federal deliberative discourse, which was paradigmatically made explicit in the reports issued by the Council for the Consolidation of Democracy (CCD) and was presented as a source of a new political grammar. However, the lack of concreteness of these institutional reforms and the adoption of an improper pluralist federalism after the 1994 reform have generated a notable neglect or lack of consideration of these as a topic of investigation of recent Argentinian political history. In this work we will attend to three specific objectives: 1) to reconstruct the context of enunciation and justification of federal deliberative democratic discourse; 2) to identify the institutional designs proposed in the reports issued by the CCD; and 3) to investigate the aporias and practical inconveniences of that deliberative federal discourse. Hacia 1983 tras la emergencia en Argentina de un nuevo gobierno democrático se pusieron en tensión nuevos usos semánticos de términos políticos fundamentales tales como derechos humanos y democracia, los cuales comenzaron a discutirse durante la transición democrática (1979-1983) mediante el debate entre quienes se mostraron partidarios de un discurso político monista y aquellos que defendieron un discurso político pluralista. Desde el novel gobierno alfonsinista se promovió explícitamente un discurso político deliberativo federal, el cual fue paradigmáticamente explicitado en los informes emitidos por el Consejo para la Consolidación de la Democracia (CCD y se presentaba como fuente de una nueva gramática política necesaria para la consolidación democrática. Sin embargo, la no concreción de dichas reformas institucionales y la adopción de un federalismo pluralista impropio tras la reforma de 1994, han generado una notoria desatención o falta de consideración de estas en tanto tópico de investigación de una historia política argentina del pasado reciente. En este trabajo nos proponemos alcanzar tres objetivos específicos:1) reconstruir el contexto de enunciación y justificación de dicho discurso democrático deliberativo federal; 2) identificar los diseños institucionales propuestos en los informes emitidos por el CCD; y 3) indagar en las aporías e inconvenientes prácticos propios de aquel discurso deliberativo federal.
