This will lead to demand for upgrade training which in turn will impact on the supply of higher education  institutions which must respond to these demands and also as recipients, they will need to be flexible in time and space. It is precisely here, where technologies of information and communication technologies (ICTs) are a niche allowing universities to generate innovative proposals. Hoy es ya una realidad la veloz obsolescencia del conocimiento siendo en la actualidad una característica de los egresados de distintas áreas de las ciencias su calidad de estudiantes permanentes. Esto, los llevará a demandar capacitación para su actualización lo que a su vez, repercutirá sobre la oferta de las instituciones de educación superior las que deberán responder a esas demandas y además, dado los destinatarios, éstas tendrán que ser flexibles entiempo y espacio. Es en este lugar precisamente, donde las tecnologías de la información y la comunicación (TIC) encuentran un nicho permitiendo a las universidades generar propuestas innovadoras.
