520 3 |a This article investigates the conditions for the development of subnational social policies autonomous from the national social policies in federal countries. It develops an analytical framework according to which the development of autonomous subnational public policies in a federation is more likely the more decentralized the organization of the federation in institutional, fiscal, and political terms, and the potential for development of subnational social policies is greater the greater the availability of fiscal resources for subnational government, and the greater the level of political competition these governments face. This analytical framework is tested by comparing the social policies of subnational districts in Argentina, Brazil, Mexico, and Chile with the social policies of the respective national governments. The framework successfully predicts the different degree of development of subnational social policies in these countries and the share of each type of autonomous policy in each country, but is less successful in predicting the type of subnational social policy present in each subnational district. This suggests the need to rearticulate the analytical framework by rearranging the hierarchy of the conditions postulated in the framework, and incorporating the state capacity variable.  |l eng
