Sumario:In a globalized world, smart cities are often analyzed as a process that includes certain elements, tasks and requirements. In an effort to develop the conformation, growth and transformation of these cities, those elements will be studied sequentially considering them as the basic foundations, continuing with the construction of the cities and, finally, their way of operating. In addition, this phenomenon will be studied in Latin America, in order to make comparisons and conclusions, but taking into account the economic and political contexts, and the variability in which the countries are involved. It will be possible to have, in this way, a rather important understanding of priorities, inequalities and aspects of specific cities or countries that are on the smart movement, either because they are smart or because they want to be smart
