Sumario:This paper addresses the ways of organizing trade unions in non-salaried workers. From the analysis of the Confederation of Workers of the Popular Economy (CTEP), it is proposed to identify how this organization has dealt with the construction of representation of a heterogeneous group of workers that cannot be approached with the classic categories and institutions of work. In this paper, the following dimensions are taken into account: the identification and delimitation of the actors with whom to negotiate, the mechanisms of collective bargain and organizational legitimation, the modalities of collective action and the regulations and institutions linked to the sector. The reflections presented here are part of partial research results and are based on in-depth interviews with CTEP leaders and public officials, participant observation in forums for discussion and political organization, and review of primary and secondary sources.
