| Sumario: | This paper addresses the results of a research on the effectiveness of the National Plan for Community Policing in Quadrants (PNVCC) implemented by the Colombian National Police in the Terrón Colorado, Villa del Lago, Mariano Ramos and Cortijo neighborhoods of the city of Cali. The reflection revolves around the dichotomy that exists between the preventive nature that implies a strategy such as the PNVCC, and its implementation. Although the Plan seeks to generate trust amongst the community and to identify actors, criminals and violent activities, in practice it is achieved throughout repressive and control actions. This paper aims to highlight that the best security preventive practices are those in which the community plays an active role, and one which empowers all groups to claim their city with the police as a facilitator instead of agents of power. |
