Sumario:The present article is part of the Program in Support of the Research in Observatories (PAIO in Spanish) of the Universidad Nacional de Avellaneda (UNDAV). In addition, it displays some advances of Paulina Feyling’s degree thesis, whose director is Pablo Vanevic. The general goal of the paper is to implement a program of social tourism destined to socially vulnerable children in Avellaneda, from an educational point of view, to promote their social well-being and complement the curricular content approached at Avellaneda’s Municipal Educational Centers (CEM). As part of the suggested activities, didactic trips are organized, which are very valued, but from the optics of equal access to cultural goods do not generate an acknowledgment of the partakers as subjects depositaries of a right to tourism. Why work in the Avellaneda CEMs? Because thinking of territorial development leads us to pose implicit issues in this situation. Urban tourism, related with social tourism and access to goods. The “trip” or the excursion is not enough until exit and destination points are connected. Which are the power struggle, the relationships happening within a State that includes, but at the same time conceals.
