This paper analyzes the relationship between San Juan and the People's Republic of China from the perspective of Paradiplomacy and South-South Cooperation. It examines the concept of soft power and its relationship with China's strategy in the region, as well as the background of relations between South-South countries, more specifically between Latin America and China. It also analyzes the specific case of the CART Project (China Argentina Radio Telescope), a scientific collaboration initiative that seeks to position San Juan as a center for astronomical research.
The analysis of the CART Project provides insight into the benefits and challenges of international cooperation at the subnational level. Among the opportunities, the transfer of technology, the strengthening of scientific capabilities, and the positioning of San Juan in the field of astronomy stand out. However, questions also arise regarding project management, the responsibilities of each actor, and the geopolitical implications of cooperation with China. This requires that new ties with the Asian giant be carefully planned to ensure mutual and balanced benefits. |

La paradiplomacia y la cooperación sur-sur han adquirido un papel fundamental en el desarrollo de relaciones internacionales, permitiendo que actores subnacionales, como la provincia de San Juan, establezcan vínculos estratégicos con otros países. En este contexto, China ha emergido como un socio clave para América Latina, impulsando proyectos de infraestructura, inversión y cooperación científica. El presente trabajo analiza la vinculación entre San Juan y la República Popular de China desde la perspectiva de la paradiplomacia y la cooperación sur-sur. Se examina el concepto de poder blando y su relación con la estrategia china en la región, así como los antecedentes de las relaciones entre países del sur-sur, más precisamente entre América Latina y China. Además, se considera el caso específico del Proyecto China Argentina Radio Telescope (CART), una iniciativa de colaboración científica que busca posicionar a San Juan como un centro de investigación astronómica. El estudio del Proyecto CART permite comprender los beneficios y desafíos de la cooperación internacional en el ámbito subnacional. Entre las oportunidades se destacan la transferencia de tecnología, el fortalecimiento de capacidades científicas y el posicionamiento de San Juan en el campo de la astronomía. No obstante, también surgen interrogantes sobre la gestión del proyecto, las responsabilidades de cada actor y las implicancias geopolíticas de la cooperación con China. De esta manera, es importante que los nuevos vínculos con el gigante asiático tengan una planificación estratégica para garantizar que los beneficios sean mutuos y equilibrados.
