The rise of China, the various crises (climate, pandemic, and war), and the United States' lack of response capacity alter not only international relations but the entire global economic system. The responses to this polycrisis by the disputing powers reveal the profound nature of the conflict, which is the challenge of strengthening productive capacity and the role of industry and technology to confront the global competition and the reconfiguration of production. In a globalized world (productively and financially), public policies and the role of state capacities are fundamental to success or failure in the face of the loss of competitiveness and markets. In this context, more than 80 percent of world trade is in manufacturing, and China accounts for 30 percent of industrial production. For Argentina, the challenge is to deal with the rising power that is China in a context of tension and change, while simultaneously implementing policies that allow it to develop and strengthen its productive and industrial infrastructure to more fully integrate into the global economy. Los cambios en el orden internacional presagian un mundo de tensiones, donde tanto las grandes potencias como los países emergentes se ven afectados de manera decisiva. El ascenso de China, las diferentes crisis (climática, pandémica y bélica) y la falta de capacidad de respuesta por parte de los Estados Unidos, alteran no solo a las relaciones internacionales, sino a todo el sistema económico global. Las respuestas a esta situación de policrisis, por parte de las potencias en disputa, revela la naturaleza profunda del conflicto, que es el desafío de fortalecer las capacidades productivas y el rol de la industria como de la tecnología para hacer frente a la creciente competencia ante la reconfiguración productiva a nivel global. En un mundo globalizado (productiva y financieramente), las políticas públicas y el rol de las capacidades estatales son fundamentales para el éxito o fracaso ante la pérdida de competitividad y de mercados. En este contexto, más del ochenta por ciento del comercio mundial es de manufacturas y China representa el 30 por ciento de la producción industrial a nivel global. Para la Argentina, se presenta el desafío de vincularse con la potencia en ascenso que es China en un contexto de tensiones y cambios y, al mismo tiempo, llevar a cabo políticas que le permitan desarrollar y fortalecer el entramado productivo e industrial para insertarse con mayor fortaleza en la economía mundial.
