It is relevant to pay attention to its economic dimension; understanding that, in the current phase of capitalism and the consequent commodification of all vital spheres, cities have been crossed and transformed under a neoliberal rationality. This is expressed in dynamics such as segmentation, fragmentation and gentrification; in which parallel mechanisms are conjugated where there are movements towards aesthetic and strategic beautification in some areas where the real estate interests of capital are concentrated against a socio-habitational segregation of those peripheral areas that are controlled, fundamentally, by the Cordoba police apparatus. In the new Plan Integral de Seguridad Ciudadana y Prevención del Delito, implemented in 2016, a socio-geographic division of urban space was introduced, fragmenting and classifying it in a traffic light where there are red, yellow and green zones that define how the police intervention is and the number of police officers that will be assigned in each territorial quadrant. It is for this reason that we propose to critically reconstruct the processes of configuration and fragmentation of urban space that took place in the city of Córdoba. From tracing a first expression of this process with the “Mi Casa, Mi Vida” [My House, My Life] program, we will trace the threads of the security model up to the Plan to analyze the division of the city into green, yellow and red security quadrants.

Resulta relevante considerar su dimensión económica, dado que —en la fase del capitalismo actual y con la consecuente mercantilización de la totalidad de las esferas vitales— las ciudades han sido atravesadas y transformadas por una racionalidad neoliberal. Esto se expresa en dinámicas tales como la segmentación, fragmentación y gentrificación, cuyos mecanismos se conjugan paralelamente en aquellas zonas con tendencias hacia el embellecimiento estético y estratégico. Allí, se concentran los intereses inmobiliarios del capital frente a una segregación socio-habitacional de zonas periféricas, que son controladas, fundamentalmente, por el aparato policial cordobés. En el nuevo Plan Integral de Seguridad Ciudadana y Prevención del Delito, implementado en 2016, se introdujo una división socio-geográfica del espacio urbano, fragmentándolo y clasificándolo mediante la técnica del “semáforo”. Con este método, se delimitan zonas rojas, amarillas y verdes que definen de qué modo debe ser la intervención policial y la cantidad de agentes que se destinarán en cada cuadrante territorial. Es por esto que nos proponemos reconstruir de manera crítica los procesos de configuración y fragmentación del espacio urbano que se produjeron en la ciudad de Córdoba. A partir de identificar una primera expresión de este proceso en el programa “Mi Casa, Mi Vida”, trazaremos los hilos del modelo securitario hasta el Plan Integral de Seguridad Ciudadana para analizar la división en cuadrantes de seguridad verdes, amarillos y rojos de la ciudad.
