Sumario:The last two administrations in charge of the municipal executive of Córdoba (Argentina) (2015-2019 and 2019-2023) postulated modernization and innovation in public management as an axis in their government agenda and a discursive bulwark. Additionally, in the last few years, one of the agenda's main topics was the coordination challenges in many fields of public policies, especially in federalist countries. This paper sets out to make a diachronic comparative analysis of the intergovernmental relations (IGR) put into play in the field of public administration modernization and public innovation. To advance in this objective, a qualitative analysis is carried out based on the results of semi-structured interviews. Thus, the results show some continuities concerning the predominance of informal and personalized links, marked by political-partisan affinity; as well as substantial differences in the levels of coordination achieved, the main for this coordination, the countenance of inter-municipal cooperation and the internationalization of policies.
