Sumario:In the present article a review is made of the legal procedure that allowed in Colombia individuals could organize associations of vigilance and private safety and accessed to the use of weapons which were of exclusive use of the armed forces. The consequences of the previous practices and the judicial decisions that in different times have considered to be opposite to the Constitution the use of restricted armament by individuals are also analyzed. On the other hand, the constitution of the militias described as bolivarianas as an integral part of the Venezuelan Fuerzas Armadas integrated by civilians who receive military training and political instruction is described. In the conclusions, a reflection is made on the consequences that in a democratic state the existence of civilians with access to weapons of exclusive use of the armed forces can have, taking the Colombian experience as a base.
