Sumario:This paper aims to further the discussion on Brazil's role on the international agenda. First, try to see the attitude of that country before the changes happening in the international relations. Second, it is stressed that the government of these country in recent years has developed a functional foreign policy according to a national project of neo-development. This new role unfolds, both in formulating and implementing domestic policy, and as developer of foreign policy as an instrument of action in the international and domestic fields. Finally, it proposes an attempt to explain the role of Brazil as a regional leader.
