| Sumario: | This paper is an introduction to the role of science and technology in the periphery of the
international system. The technology of the so called underdeveloped countries or peripheral
has the characteristic of having different but significant levels of progress in several areas.
However, the condition of the peripheral location of these States often condemns them to
receive varied pressures from the center of the international system, especially when they are
cutting edge technologies and dual use ones. Science and technology play a central role in
international relations and are present in matters of strategic importance: weapons,
communications, economics, development, etc.. Directly or indirectly an international issue
touches a technological issue: nuclear and missile technology which resulted in military use
may be destructive, constitute one of the examples that illustrate this. |
