Sumario:In the academic world, higher education level, we start evaluating th concept of competency from the Tuning Latin America Project, sponsored b the European Commission, through the Alpha Program (2007). Th conceptual framework leads us necessarily to historical events that marke fundamental splits in the pedagogical work, as was the crisis of th Institutions of Higher Education that led to the Bologna Declaration (1999).
