This article reviews the legal background of the "Tratado de la Hidrovía" and its privatization in the mid-1990s. At the same time, it analyzes how the end of the concession was treated and identifies the core of the current discussion. Then, the way in which the grain trade was operated in the country is described and how the system was modified in light of numerous deregulations that affect the Basin and the operations of the ports that make it possible. The work also gives an idea of the economic importance of this waterway in the context of the Argentine economy. It characterizes the behavior of the exporting firms and the different actors involved. Finally, the main conclusions are drawn. Este artículo repasa los antecedentes jurídicos del “Tratado de la Hidrovía” y su privatización a mediados de la década del noventa. A la vez se analiza cómo se trató el final de la concesión e identifica el núcleo de la discusión actual. Luego describe la forma en que fue operado el comercio de granos en el país y cómo se modificó el sistema a la luz de numerosas desregulaciones que afectan a la Cuenca y a la operatoria de los puertos que la hacen posible. El trabajo también da una idea de la importancia económica de esta vía fluvial en el contexto de la economía argentina. Caracteriza el comportamiento de las firmas exportadoras y los distintos actores involucrados. Por último, se extraen las principales conclusiones.
