First, there is an account of the ideas and intentions that led to the creation of a public library project that, although inherited the model born in 1810, represented a conceptual renewal without precedent in Argentine history. Secondly, the interventions and conditions of possibility that, between 1884 and 1898, determined the actual design of the library are recovered and contextualised. Finally, it is concluded that during the period under study, the public library was laying the genetic foundations for a project that it could not fully develop. En primer lugar, se da cuenta de las ideas e intenciones que dieron forma a un proyecto de biblioteca pública que, heredero del modelo nacido en 1810, supuso, no obstante, una renovación conceptual sin antecedentes en la historia argentina. En segundo lugar, se recuperan y ponen en contexto las intervenciones y condiciones de posibilidad que entre 1884 y 1898 terminaron por definir el diseño bibliotecario real. Finalmente, se concluye que durante el lapso de tiempo estudiado la Biblioteca Pública sentó las bases genéticas de un proyecto que no alcanzó su desarrollo pleno.
