The first presents Hegel's theory of public administration, considering both technical and ethical aspects, its origin in the universal class and its link to the power of the monarch and the corporations. The second describes the bicameral structure of parliament, offering the characteristics, functions, and scope of power of the upper and lower chambers, while not neglecting to consider the backgrounds of the members of each. It emphasizes the ethical character of state instantiated in both the public administration and parliament. Likewise, this second section focuses its complexity on the theory of estate representation, key to the doctrine of Hegelian constitutional monarchy. Finally, the section concludes with an understanding of public opinion, understood as a sphere of information, education, and civil society participation. En el presente texto se desarrollan los rasgos fundamentales del poder gubernativo y del poder legislativo en la filosofía de Hegel. El primero de ellos expone la teoría hegeliana del funcionariado, dando cuenta tanto de aspectos técnicos como éticos, su procedencia del estamento universal y su vínculo con el poder del monarca y con las corporaciones. El segundo, por su parte, da cuenta de la estructura bicameral del parlamento, ofrece las características, las funciones y el alcance del poder de la cámara alta y de la baja, no sin dar cuenta de la extracción de la cual proceden los miembros de cada una de ellas. Se insiste en subrayar el carácter ético que tiene la estatalidad instanciada tanto en el funcionariado como en el parlamento. Asimismo, este segundo momento concentra su complejidad en la teoría de la representación estamental, clave de la doctrina de la monarquía constitucional hegeliana. Por último, se cierra el apartado con la comprensión de la opinión pública, entendida como esfera de información, educación y participación de la sociedad civil.
