Sumario:This article analyses the features, scope and limits of the reforms undertaken during the first two presidencies held by the National Autonomist Party (1880-1890) to centralize the management of military forces, demilitarize society and reduce the levels of political violence. To that end, I review bills and administrative reforms regarding Army recruitment, drafting into the National Guard, and other administrative actions seeking to organize the national armies and create a new citizen-soldier.
