| Sumario: | The general objective of this work is to analyze and explain the strategies of urban planning and development (EOD) deployed by the municipality of Quilmes in the study area during the neodevelopmentalist period (2003-2015). \nWe consider that the EOD promoted by the local government in the face of the advance of neoliberal urbanism turned out to be ineffective and erratic. Not only did they not contribute to the construction of an inclusive development paradigm -according to the postulates of the neo-developmentalist model- but they were also not effective in containing the commodification of urban space. Thus, the local government, based on its short-term conceptions, not based on a desired territorial model, the lack of inclusion of participatory mechanisms and coordination between social actors and an economistic conception of development, left room for action so that the market forces will shape the territory with virtually no restrictions.\nRegarding the methodological strategy, a predominantly qualitative approach was carried out, which included processing of statistical information from official sources and reports from public bodies, direct observation, on-site surveys and preparation of cartographic material, collection and systematization of specialized publications of the real estate sector, national and local graphic media and official public documents, as well as conducting interviews with key informants. |
