Studies on the implementation of housing policies rarely focus on the bureaucratic dimension. Bureaucracy that, in the imaginary of society, is responsible for the inefficiency with which the State is usually branded.
This work was proposed to analyze the processes that are manifested in the formulation, presentation, evaluation, approval, execution and follow-up of projects of housing solutions financed from the National State for villas and precarious settlements, in relation to the "Mendoza Cause".
Infrastructure works, urban equipment, housing, housing improvements and complementary works for the improvement of the habitat are interventions generally proposed and designed by municipal and/or provincial organizations and financed by the National State.
We have verified, from our respective professional, bureaucratic and academic practices, that the knowledge of the academy, the State and the territory, the latter understood as the space of the recipients, must coexist in the diagnostic stages and in their respective proposals. of intervention, generating link methodologies between these three types of knowledge and actively participating in the necessary mechanisms in decision-making.
We can also affirm that for a fragment of the city to strengthen, remedy or mitigate any dysfunction related to habitat problems, it is necessary that "management" be understood as a participatory and comprehensive process, in which all the actors involved can express and assert their interests, turning it into an associated management, perhaps a legacy of that Situated Strategic Planning.
In these processes, the relationship between the national, provincial and municipal governments based on their responsibilities, duties and rights is crucial and defining in each of the stages.
It is the relationship between state jurisdictions that makes it possible for these works to materialize. And that interjurisdictional relationship is based on their administrations and these, in turn, associated with the notion of "bureaucracy", an unavoidable vehicle for the management and realization of any Plan or Project.
When one thinks of an effective, efficient and effective State, the relationship between that State and its bureaucratic apparatus is questioned, among other things. Without fear of being wrong, we can affirm that the success in the formulation and execution of Plans and Programs promoted and financed by the National State depends to a great extent on the administrative soundness of the State itself. And this administrative solidity has its roots in the much-beaten "state bureaucracy" that is often understood as an insurmountable barrier for the community, conspiring in the processes of habitat improvement and social integration.
In addition, a complement is added from the perspective of disciplinary training, and tries to challenge it in an administrative key. The presence of architects in multiple municipal, provincial or national agencies and areas with specific responsibilities in decision-making is a recurring indicator of the need to rethink the role of the discipline at the service of the State.
Adherence to norms and standardization does not seem to be in the DNA of a disciplinary training that, almost like a universal mandate, appeals to constant creativity and manipulation of the material world. And although the bureaucratic field and the disciplinary field seem to collide in public offices, this work tries to find a way out. |

Burocracia que, en el imaginario de la sociedad, es la responsable de la ineficiencia con la que habitualmente se tilda al Estado. Este trabajo se propuso analizar los procesos que se manifiestan en la formulación, presentación, evaluación, aprobación, ejecución y seguimiento de proyectos de soluciones habitacionales financiados desde el Estado Nacional para villas y asentamientos precarios, en relación con la "Causa Mendoza". Obras de infraestructura, de equipamiento urbano, viviendas, mejoramientos de viviendas y obras complementarias para el mejoramiento del hábitat son intervenciones generalmente propuestas y diseñadas por los organismos municipales y/o provinciales y financiadas por el Estado Nacional. Hemos verificado, desde nuestras respectivas prácticas profesionales, burocráticas y académicas, que los saberes de la academia, el Estado y el territorio, entendido este último como el espacio de los destinatarios, deben coexistir en las etapas de diagnósticos y en sus respetivas propuestas de intervención, generando metodologías de enlace entre estos tres saberes y participando activamente de los mecanismos necesarios en la toma de decisiones. También podemos afirmar que para que un fragmento de la ciudad fortalezca, remedie o mitigue alguna disfunción relacionada con problemáticas de hábitat es necesario que la "gestión" se entienda como un proceso participativo e integral, en el que la totalidad de los actores intervinientes puedan expresar y hacer valer sus intereses, convirtiéndola en una gestión asociada, quizás legado de aquella Planificación Estratégica Situada. En estos procesos, la relación entre el Estado nacional, el provincial y los gobiernos municipales en función de sus responsabilidades, deberes y derechos es crucial y definitorio en cada una de las etapas. Es la relación entre las jurisdicciones estatales lo que posibilita que estas obras se concreten. Y esa relación interjurisdiccional está basada en sus administraciones y éstas a su vez, asociadas a la noción de "burocracia", vehículo ineludible para la gestión y concreción de cualquier Plan o Proyecto. Cuando se piensa en un estado eficaz, eficiente y efectivo aparece interpelada, entre otras cosas, la relación entre ese estado y su aparato burocrático. Sin miedo a equivocarnos podemos afirmar que el éxito en la formulación y ejecución de Planes y Programas impulsados y financiados por el Estado Nacional depende en gran medida de la solidez administrativa del propio estado. Y esta solidez administrativa hunde sus raíces en la tan vapuleada "burocracia estatal" que muchas veces es entendida como una barrera infranqueable para la comunidad, conspirando en los procesos de mejoramiento del hábitat e integración social. Además, se agrega un complemento desde la perspectiva de la formación disciplinar, e intenta interpelarla en clave administrativa. La presencia de arquitectas y arquitectos en múltiples organismos y áreas municipales, provinciales o nacionales con responsabilidades especificas en la toma de decisiones es un indicador recurrente de la necesidad de repensar el rol de la disciplina al servicio del Estado. El apego a las normas y a la estandarización no parece estar en el ADN de una formación disciplinar que, casi como un mandato universal, apela a la constante creatividad y manipulación del mundo material.
