International Humanitarian Law (IHL) is a set of rules that seeks to limit the effects of armed conflicts, protecting those who do not participate or who have ceased to participate in the fighting and regulating the means and methods used by the parties, be they States or organized armed groups. IHL, also often referred to as the "law of armed conflict", includes (and differentiates) within its scope two types of conflicts: international conflicts between two States, and non-international armed conflicts involving a State fighting an organized armed group, or armed groups fighting each other. Although the vast majority of conflicts occurring today are non-international in nature, from 2014 to the present, an international armed conflict has developed between the Russian Federation and Ukraine.
