| Sumario: | Title: Forced displacement in the context of disasters and climate change: protection experiences from the case of Haiti. Abstract: This article aims to address the protection challenges arising from forced displacement in the context of disasters and climate change, taking into account the existing legal vacuum in this area and the lack of consensus in the doctrine regarding possible approaches. In this regard, an historical analysis is made of the evolution of international refugee law, and the current debate on the controversial concept of "environmental refugee" will be explored, as well as the international community's reluctance to assume greater commitments in this respect. The role of the UNHCR in relation to its initial mandate and in the face of these new scenarios will also be analyzed. Finally, it addresses the possible protection alternatives and solutions that have been tested in our region since the disasters that had their epicenter in Haiti in 2010 and 2016. |
